Validation Application Checklist

The following checklist should be used in order to ensure we have all the information we need to consider your application and to ensure that we can determine your application as quickly as possible. During the consideration of your application, if it becomes apparent that additional information is required, we will contact you to explain what is required and why.

You may be also required to produce a Design and Access Statement to accompany your application. Further guidance on Design and Access Statements is available here.

If you are applying for works to a listed building or in a conservation area then you will need to support your application with a Heritage Statement, with further details of this available at the link here.

We prefer to receive applications on-line. By submitting your application on-line, via the planning portal, you will help us process your application more speedily and you will not have to provide any paper copies of your application forms drawings and any supporting information, which will save you money in regard to printing costs.

Please ensure you have met to following requirements before sending us your completed application form:

  1. A completed form.  The relevant form can be found from the options here.
  2. A Location plan.  This is a plan that identifies the land to which the application relates drawn to a scale of 1:1250 with the site and surrounding land and roads indicated.  The application site should be edged with a red line and include all land required for access to the site from a public highway, visibility splays, landscaping, car parking and open areas around buildings. Any other land owned by the applicant but which is not part of the application site, should be outlined in a blue line. A plan of this nature will normally be available on the deeds to a property, or can be purchased from various providers who can be found by typing ‘order a planning location plan’ into a web search.
  3. The relevant application fee.  The fee payable is dependent on the nature and scale of the application, with details of what fee is due and how to pay available here.
  4. Other information as required dependent on the application type.  All drawings and plans should include a drawing reference number and you will need to provide a schedule of the drawings you are submitting on your application form. The plans required can include:
  • Block plan of the site (e.g. at a scale of 1:100 or 1:200) showing the position of north, site boundaries and other buildings on the site, with written dimensions including the external measurements of the proposed extensions/buildings and those to the boundaries. Other matters to be shown (unless these will not influence or be affected by the proposed development) are all the buildings, roads and footpaths on land adjoining the site including access arrangements, all public rights of way crossing or adjoining the site, the position of all trees on the site (and those on adjacent land), the extent and type of any hard surfacing, and boundary treatment including walls or fencing where this is proposed.
  • For proposals for new buildings, extensions and alterations to existing buildings – Existing and proposed elevations (e.g. at a scale of 1:50 or 1:100)
  • Existing and proposed floor plans (e.g. at a scale of 1:50 or 1:100) showing boundaries with written dimensions to them, and external dimensions of the proposed extensions/buildings, the proposed uses of the rooms within the building (e.g. Bedroom, Kitchen, Garage)
  • For proposals on sloping sites and that involve a change in levels – Existing and proposed site sections and finished floor and site levels (e.g. at a scale of 1:50 or 1:100).
  • Roof plans (e.g. at a scale of 1:50 or 1:100) showing ridges, hips and valleys as appropriate.

The completed Ownership Certificate (A, B, C or D – as applicable) as required by Article 7 of the Town and Country Planning (General Development Procedure) Order 1995.

Please note, if you are not the freeholder of the application site, you should complete Certificate B and serve notice on the freeholder.

Agricultural Holdings Certificate as required by Article 7 of the Town and Country Planning (General Development Procedure) Order 2015

Design and Access Statement, if required

The appropriate fee. Please note. Consideration of your application will not commence until the fee is received by the Council. You can pay by credit or debit card if submitting your application on-line. If submitting forms directly to the council you can pay here, by phoning 01253 658658 or in person when you submit your application. You may also pay by cheque, however we will not begin processing your application until your payment has been cleared by our bank.

In addition, where Ownership Certificates B, C or D have been completed, notice(s) as required by Article 6 of the Town and Country Planning (General Development Procedure) Order 1995 must be given and/or published in accordance with this Article.

The Council may also require that one or more of the documents set out in the following “Local Requirements” will need to be submitted before it can validate and register the application:

  • Affordable housing statement
  • Air quality assessment
  • Biodiversity survey and report
  • Economic statement
  • Environmental statement
  • Town Centre Uses – evidence to accompany applications
  • Flood risk assessment
  • Foul sewage and utilities assessment
  • Heritage statement (including historical, archaeological features and Scheduled Ancient Monuments)
  • Land Contamination assessment

  • Lighting assessment
  • Noise impact assessment
  • Open space assessment
  • Parking provision
  • Photographs and photomontages
  • Planning obligations – Draft Head(s) of Terms
  • Planning Statement
  • Site waste management plan
  • Statement of community involvement
  • Structural survey
  • Telecommunication development – supplementary information
  • Transport assessment
  • Travel plan
  • Tree survey/arboricultural implications
  • Ventilation/extraction statement
