Fylde Council has resolved to extend the existing Public Spaces Protection Orders (PSPOs) prohibiting barbecues and other outdoor cooking facilities on council-owned land for a further three years, following an Executive Committee meeting on Tuesday 28 January 2025.
The current PSPOs, which cover 11 designated areas across the borough, were due to lapse on 30 June 2025. The orders, introduced under the Anti-Social Behaviour, Crime and Policing Act 2014, are in place to prevent activities that have had a detrimental effect on the quality of life in local communities. Failure to comply with a PSPO can result in a Fixed Penalty Notice of £50 or prosecution.
The Committee agreed to initiative the process for extending the PSPOs, which will include a mandatory period of consultation, publicity and notification. The final decision will be brough back to the Committee following this process.
Councillor Michelle Morris, Lead Member for Customer and Operational Services, commented: “The existing PSPOs have played a crucial role in protecting our parks, beaches and green spaces from fire risks and damage caused by disposable barbecues. We have seen instances where these activities have led to grass fires, littering and even serious injuries. Extending these measures for a further three years is a necessary step to ensure our public spaces remain safe and enjoyable for all.”
The Committee also approved a minor amendment to the orders, granting the Head of Environmental & Housing Services, in collaboration with the Lead Member for Customer and Operational Services, the delegated authority to grant written permission for barbecue use in specific circumstances. This will allow flexibility for community and educational events where appropriate safety measures are in place.
The Council will now proceed with the required consultation process, engaging with stakeholders including the Police and Crime Commissioner, community representatives and the public. If no significant objections arise, the extended PSPOs will come into effect from 1 July 2025.
