Review of UK Parliamentary Polling Districts and Polling Places 2023

Fylde Borough Council is required to carry out a review of UK Parliamentary Polling Districts and Polling Places in its area. The consultation period for the review will commence on 1 October 2023 and end on 31 October 2023.

The Boundary Commission for England has published new UK Parliamentary constituencies: https://boundarycommissionforengland.independent.gov.uk/

A change is proposed to the existing Fylde constituency: in order to bring it within the permitted electorate range (no smaller than 69,724 and no larger than 77,062), the Borough of Wyre wards of Breck, Hardhorn with High Cross, and Tithebarn were proposed to be included in the constituency. These three wards comprise the town of Poulton-le-Fylde. This would also enable the Fylde constituency to no longer include wards from the City of Preston. The new constituency will be called Fylde County Constituency.

Definitions

A polling district is a geographical area created by the sub-division of a parliamentary constituency or ward into smaller parts.
A polling place is the building or area in which a polling station will be located.
A polling station is the area within the polling place where voting takes place.

Review Process

The council is required to publish a notice of review which explains the timetable for consultation and details their proposals for each polling district and polling places.

A schedule of proposed polling places, polling districts and location of polling stations has also been published on the website with street lists and maps. Copies have been sent to the following for representations:

In addition, as part of the review process at the elections in May 2023 a feedback form on the suitability for each of the existing polling places was completed by Polling Station Inspectors and Presiding Officers.

Draft proposals

In preparing the review, officers have scrutinised areas and where necessary identified alternative polling district areas and polling places located within the new wards.

In considering the suitability of polling places the following factors have been taken into account – the availability of suitable premises, accessibility, public safety and location in relation to the centres of population within the area.

What happens next?

The Returning Officer will publish any representations throughout the review and proposed changes in October / November. Final recommendations will be submitted for adoption to the Council in December 2023 and will be in place for the elections to be held from 2024.

The RO moved from using a mobile unit in 2015 due to safety concerns. A mobile unit would not meet the accessibility changes in the Elections Act 2022. The RO continues to investigate polling station options, looking at the distance electors need to travel and seeking feedback from the electorate, the RO plans to alternate between Weeton Village Hall and Singleton Village Hall in 2024 to seek further feedback and continue looking at options closer to the village.
