Fylde Coast Local Investment Plan
The four council leaders from the Fylde Coast – Fylde, Wyre and Blackpool and Lancashire County Council – joined the Government’s Homes and Communities Agency in March 2011 to sign a Local Investment Plan (LIP) for the area. This sets out the priorities for investment in housing over the coming years and supports the delivery of the Fylde Coast Housing Strategy. The LIP for the Fylde Coast details how an appropriate supply of new housing, investment in existing homes, and work to improve the attractiveness of residential neighbourhoods across Blackpool, Fylde and Wyre will help deliver prosperity and an improved quality of life for all residents.
Fylde Coast Tenancy Strategy
The three local authorities of Blackpool, Fylde, and Wyre are each required by the Localism Act 2012 to produce a Tenancy Strategy. They have decided to set out in a single document a Fylde Coast Tenancy Strategy, continuing the coordinated approach of the Fylde Coast Housing Strategy, and making it simpler for affordable housing providers and the public to understand the approach across the whole area.
In addition to providing guidance for Registered Providers as they set their policies on the use of fixed-term tenancies, the Fylde Coast Tenancy Strategy also sets out how the local authorities expect RPs to use the power to charge new affordable rents, and what RPs are expected to take into account when considering any sale of their housing stock.
Home Energy Conservation Act 1995 (HECA)
The Home Energy Conservation Act (HECA) 1995 recognises local authorities’ ability to use their position to improve the energy efficiency of all residential accommodation (such as owner-occupied, privately rented and social housing) in their areas.
The council has had regard to the guidance issued in July 2012, pursuant to the Home Energy Conservation Act 1995, and has complied further reports. The reports set out the energy conservation measures that Fylde Borough council considers practicable, cost effective and likely to result in significant improvements in the energy efficiency of residential accommodation in the Fylde area.
