The Borough of Fylde consists of the seaside resort towns of Lytham and St Annes, the towns and villages of Kirkham, Wesham, Freckleton and Warton, along with the rural countryside and smaller picturesque villages. A rich heritage has helped to make Fylde a destination in its own right. 

Fylde is also an important part of the Lancashire economy – containing regionally significant business sectors including BAE Systems at Warton, (part of the Lancashire Enterprise Zone), the Westinghouse (Springfields) nuclear processing plant and Blackpool Airport Enterprise Zone. It is vital that we manage, guide and encourage development within Fylde to meet the aspirations of our local communities. 

This consultation on options represents the first stage in the preparation of the new Fylde Local Plan. This Local Plan will eventually replace the existing adopted Fylde Local Plan to 2032 (incorporating Partial Review). The options have been developed by gathering information from existing evidence. This document presents a Vision of Fylde in 2042 and options for achieving that vision. 

The consultation is for the benefit of all residents within Fylde and those with an interest in the area. Therefore, it is important that we hear from the community to obtain their views on what is being proposed. This will help us make an informed decision on what our preferred plan should be. 

We look forward to hearing your views on the proposals and options within this document in order that they can be taken into consideration as the Council progresses to the next stage of producing the Fylde Local Plan.

About This Consultation: Local Plan to 2042

Fylde Council is consulting on this initial stage of the development of its new Local Plan to 2042, inviting public input via online form, email, or post. Responses will shape the plan before further consultation, submission & public examination.

The Development of a New Local Plan

Fylde Council is preparing a new Local Plan to 2042, reviewing development needs, planning policies and potential land allocations. This consultation invites residents, businesses, and stakeholders to share their views on whether to update the existing plan or create a new one.

Spatial Portrait of Fylde, Key Issues and Vision

This section outlines Fylde’s unique character, key issues & a draft Vision for 2042. It invites feedback from residents, businesses, and stakeholders on the Borough’s future development priorities, challenges, and opportunities, shaping a new Local Plan.

Development Strategy Options

The development strategy determines the overall pattern of where development in Fylde will be located until 2042. The document invites comments on three loosely-framed options for the development strategy. One of these allows respondents to specify their own new option.

Housing

The government requires planning for at least 410 homes annually (7,380 in total), considering unmet need from neighbours. Housing mix must support smaller units, affordable homes, older people, looked-after children, as well as traveller accommodation.

Economic Development

National policy requires councils to plan flexibly for economic growth, safeguard strategic employment sites, protect existing employment land, and meet projected 2042 needs using existing allocations, avoiding additional land unless evidence shows shortage.

Protected Environments & Assets

This section covers protection of natural, heritage, and open spaces, settlement boundaries, strategic town centres, and Green Belt policies, aiming to balance development needs with conserving landscapes, biodiversity, heritage assets, and community character.

Infrastructure

This section addresses securing transport, utilities, green space, health, education, and community infrastructure to support development, strategic planning, and transport improvements including rail upgrades, roads, parking, and mitigation measures.

Design

High-quality design is essential to Fylde’s character, supporting tourism, investment, and sustainability. Policies will align with the National Design Guide, strengthen masterplanning, reflect local context, and integrate climate resilience and green infrastructure.

Climate Change, Renewable Energy and Flood Risk

Fylde’s plan tackles flood risk, renewable energy, and building efficiency by directing development to low-risk areas, requiring runoff mitigation, supporting renewables with safeguards, and promoting whole-life-carbon assessments for sustainable construction decisions.

Other Key Matters and Final Questions

The document has outlined key strategic policy areas for Fylde to 2042. This section invities public feedback on missing topics or additional issues to ensure comprehensive coverage of priorities, opportunities, and constraints for future development, with final questions.
