Light pollution is the excessive or misdirected use of artificial light, which can have negative impacts on people’s health, and the natural environment. It can also affect our enjoyment of the night sky.

While some lighting is essential for safety and security, poorly designed or unnecessary lighting can cause problems such as glare, and light spill into homes.

Inappropriate lighting may also be classed as a statutory nuisance under the Environmental Protection Act 1990. This typically applies to domestic or commercial lighting that significantly interferes with someone’s use or enjoyment of their property.

If you are affected by intrusive lighting, we recommend the following steps:

  • Try to resolve the issue informally by speaking with the person or business responsible for the lighting.
  • If the problem continues, you can report it to the Council. We will assess the complaint and, if appropriate, may take action under statutory nuisance legislation.

We encourage residents and businesses to use lighting responsibly by:

  • Installing lights that are no brighter than needed
  • Using motion sensors or timers to reduce unnecessary use
  • Directing lights downwards and shielding bulbs to avoid light spill

Please note, we are unable to investigate anonymous complaints. To assess and take formal action under statutory nuisance laws, we require the complainant’s contact details.
