A project to enhance and protect Liggard Brook and Main Drain using nature-based solutions is now underway.

Earlier this year United Utilities announced a significant investment of £3 million in nature-based solutions (NBS) across Lancashire. As part of this initiative, work has started around Liggard Brook to address local environmental challenges.

The Ribble River Trust, one of the three organisations benefiting from the United Utilities funding, has received £1 million to implement Nature Based Solutions (NBS) projects. Of this allocation, £189,000 is specifically earmarked for surveys, analysis, assessment, engagement, and solution development for both Main Drain and Liggard Brook.

These NBS projects aim to deliver sustainable benefits, including natural flood management. By working closely with landowners and utilising Countryside Stewardship grants, the Trust seeks to protect and improve the environment within the Ribble River catchment.

The Ribble River Trust has recently completed initial surveys of Main Drain and Liggard Brook. The findings from these will be used to develop practical and sustainable solutions that address the unique needs of these watercourses. The Trust will also engage with stakeholders to ensure that these solutions align with local priorities and concerns.

United Utilities is also providing additional support to fund vegetation clearance at its site on Liggard Brook. Iain Pilling, Area Engagement Lead for Lancashire explained: “The stretch of brook close to our site has a lot of vegetation in the water. We’re working with the Environment Agency to ensure this can be safely removed in order to improve the flow. The work will be carried out by The Environment Agency’s specialist contractors.

“This work should also help alleviate the problem with mosquitos in that area. We’re also working with Fylde Council to identify trees which can be thinned out further downstream to improve the brook’s overall ecological health and improve flows.”

Cllr Tommy Threlfall, Lead Member for Environment, said: “I’m thrilled to see United Utilities and the Ribble River Trust investing in the health of Liggard Brook. As a local councillor, I know how important this waterway is to our community. These nature-based solutions will not only help protect from flooding but will also enhance the biodiversity and beauty of our area. I’m eager to see the positive impact of these projects, after many months of negotiations with those who can make a difference, it seems there is light at the end of the tunnel.”

Fylde Council has introduced new guidance to explain how it will handle applications pertaining to children’s homes.

The guidance aims to provide clarity for applicants, neighbours, and other interested parties, while also promoting the work of Lancashire County Council Children’s Services.

The guidance note, developed in consultation with legal experts and the Internal Affairs Scrutiny Committee, outlines the planning requirements for establishing a children’s home in the Fylde Borough. It also encourages prospective operators to seek advice from Lancashire County Council Children’s Services before submitting an application.

Councillor Chris Dixon, Lead Member for Social Wellbeing at Fylde Council said: “We believe that this guidance will help ensure that children’s homes are developed in a responsible and appropriate manner.

“By working closely with Lancashire County Council Children’s Services, we can also support the important work they do in our community.

“Our only interaction with these homes is when we see a Change of Use planning application lodged, and we have no jurisdiction over their operation or regulation – that is down to other bodies.

“We want to see much tighter regulations and our residents given much more say. We are in talks with partner agencies who have raised similar concerns to us over the number of care homes in the borough, and we are talking to Government to see if we can improve things for our residents and those children who need to be in care.”

The Council is committed to ensuring the safety and well-being of all residents in Fylde Borough and believes that this new guidance will play a vital role in achieving that goal. The full guidance can be found here: https://new.fylde.gov.uk/resident/planning/childrens-care-homes/

At this week’s meeting of the Executive Committee, Fylde Council approved the release of £11,500 in Section 106 funding to Kirkham Town Council for improvements to the William Segar Hodgson playing fields and pavilion.

The funding, secured from a new housing development nearby in Kirkham, will be used towards the installation of CCTV, improvement to the pitches, and the purchase of a grass roller. These improvements are in line with the terms of the planning agreement associated with the development.

“We are pleased to support Kirkham Town Council in their efforts to enhance the public open space in the area,” said Fylde Council’s Leader, Councillor Karen Buckley.

“This funding will help to create a safer and more enjoyable space for the local community and is in line with the commitments of our new Corporate Plan 2024-28.”

The Town Council will be responsible for managing the project, and an agreement will be put in place to ensure that the funds are used appropriately.

This decision is part of Fylde Council’s commitment to supporting the development of high-quality public open spaces in the borough.

Fylde Council is pleased to announce the launch of a new project aimed at protecting the Fylde Coast’s valuable saltmarsh habitats.

The Our Future Coast programme is one of 25 pioneering projects selected for funding as part of a £150 million Flood and Coastal Resilience Innovation programme. The program aims to enhance the effectiveness of natural coastal habitats to strengthen coastal and flood defences.

The Fylde Saltmarsh project, which has received £106,190 in funding from the Department for Environment, Food and Rural Affairs (DEFRA), will investigate how saltmarshes can be used to bolster existing coastal defences and reduce flood risk.

The Lead Member for Tourism, Leisure and Culture at Fylde Council, Councillor Jayne Nixon said: “Our saltmarshes are a vital part of our natural heritage and a valuable asset in protecting our coastline.

“This project will help us to better understand the benefits of saltmarshes and how we can use them to safeguard our communities.”

“This will aid the development of sustainable coastal management strategies, which includes ensuring that beaches of high cultural and tourism value, such as St. Annes Amenity Beach, remain a high priority “.

The project will also involve public engagement and education initiatives to raise awareness of the importance of saltmarshes and their role in coastal protection.

Fylde Council will lead the Our Future Coast Saltmarsh Project in partnership with Lancashire Wildlife Trust and Wyre Council who host the Our Future Coast Management Team, co-ordinating the programme of 14 projects across the Northwest as part of the Flood and Coastal Resilience Innovation Programme.

Our Future Coast Programme Manager, Bea Beggs said: “We are delighted to support Fylde Council with the important measures they are taking to protect the community of Fylde now and into the future. Climate change demands we all become diverse in our approaches to coastal flooding and erosion and working together as a full set of coastal risk management authorities is key to this”.

Day-to-day project delivery will be undertaken by a Saltmarsh Officer, who will co-ordinate an agreed programme of work until 2027.

Project milestones will include the research and survey of Fylde’s saltmarshes; understanding how saltmarshes perform as a nature-based solution to flood risk management; and how they can be used as a hybrid approach to extend the life of hard sea defences.

The project will also include small-scale pilot saltmarsh habitat creation and management in Granny’s Bay; raising the profile of Fylde’s saltmarshes and importance of saltmarsh habitats; environmental education with schools; recruitment and engagement of volunteers; and the delivery of public events.

By investing in saltmarsh restoration and conservation, Fylde Council is taking a proactive approach to climate change and ensuring the long-term sustainability of our coastline.

On our first meeting James was very proud to say he has qualifications in music and wants a career in the music industry. James has dyslexia and due to this he struggles to read and complete application forms, staff have supported James with online/written application forms and also worked with him to create a CV and cover letter.

Staff have supported James with his homelessness by approaching Fylde Council to apply for social housing with my choice homes. Staff gave James contact details for different talking therapies which may help with his mental health.

James and the staff researched courses, apprenticeships and job vacancies. James decided to look for employment in music and discussed an option of setting up a band. After a few weeks James had created a band with 3 other people. James has produced songs for the band and he advertised his band playing their songs through social media. This had positive feedback and he has been contacted by different events managers wanting his band to perform at different venues such as Crypt and Cavern Club.

James is due to tour the country at different venues with different artists which he will gain an income from as self-employed. Staff supported James with information on how to register as self-employed with HMRC, budgeting finances for costs, profits and keeping records and receipts of any income received for the performances.

James was very grateful to have the support from the foundation staff whilst engaging on the Fylde Focus Programme.

Tom left school in 2023 age 16. His ambition was to work in the construction industry, to complete an apprenticeship in his chosen trade to gain as high a level qualification as possible.

He decided that he would take his time finding the right construction apprenticeship but did not waste his time as he wanted to be working and earning money, so he took a part time job at The Villa working as a waiter. This gave him time to think carefully about what he wanted to do. Tom signed up to the Fylde Apprenticeship Project with the Community Foundation (CF) where he expressed his wish to work on an apprenticeship and build his skills. With support from his family contacts, he managed to secure a position with a local company, CSB Contractors, as an apprentice heating engineer.

Tom began work with the company in April 2024 meeting and very quickly found that he had made the right choice in choosing the heating / plumbing / engineering industry.

The CF staff are supporting Tom on his apprenticeship journey ensuring he is comfortable moving forward in his chosen career and maintain regular contact with him.

Tom has begun work on the NVQ qualification at Level 1 and will progress over the next 3 years until he has achieved Level 3 when he will be a fully qualified engineer.

Tom recognises that he is working and learning with a very good company, but is considering what he might want to do when he is qualified and more experienced. He feels that one day he would like to manage his own business, to be responsible for securing his own work and, hopefully, making a good living.

To provide clarity and answer questions from residents, Fylde Council has created a series of Frequently Asked Questions (FAQs) that address the key considerations highlighted by the Active Lancashire community-wide consultation on the future of sport and leisure facilities in Fylde. These being Communication, Aspirations and Plans, Clarity on Roles and Responsibilities, along with Provision and Facility Sustainability.

These FAQs offer valuable information and insights into the Council’s approach to swimming provisions in Fylde.
Following the closure of Kirkham Pool due to storm damage, Fylde Council and YMCA Fylde Coast agreed on a plan to allow community groups to take over the facility. This involved submitting expressions of interest and developing business plans. The deadline for business plans has passed, and the council is currently reviewing the only plan received. The outcome of this evaluation will be announced soon.

The YMCA and the council are collaborating on a refurbishment plan for St Annes Pool. Funding has been secured through the Swimming Pool Support Fund (SPSF) to improve the facility’s energy efficiency through the installation of new boilers and solar panels, which will be completed this autumn. The YMCA has already taken steps to reduce energy consumption by installing a new pool cover and replacing other components. These upgrades will not only lower operating costs but also contribute to a more sustainable facility.

Cllr Karen Buckley, Leader of Fylde Council, said: “At the heart of our decision-making process is the well-being of our community and residents.
“We are committed to ensuring that any developments are made with full transparency and with the needs of our residents at the forefront.
“The continued health and well-being of our community are paramount, and we will strive to maintain open lines of communication throughout this process.”

Cllr Jayne Nixon, Lead Member for Tourism, Leisure & Culture, said: “As the Lead Member for Tourism, Leisure & Culture, I wholeheartedly support the Council’s commitment to look at all practicable options to support swimming provision in Fylde.
“Our residents’ well-being is a top priority, and I’m confident that through open dialogue with the YMCA and our community, we will work together to identify sustainable and viable solutions that meets the needs of our residents.”

Graham Oatridge, CEO of YMCA Fylde Coast, added: “’YMCA is deeply committed to providing accessible health and wellness facilities across Fylde.
We understand the importance of these amenities for local communities and, as a leisure provider, we are continuing to collaborate with Fylde Council to help these vital services remain sustainable whilst meeting local needs. We believe that clear and accessible information is crucial for keeping our community informed.”

For all updates and to view the next steps and full timeline regarding Kirkham Pool, please visit the dedicated Swimming in Fylde webpage.
