Fylde Businesses Investing Time in Net Zero Challenge

Fylde Council and Chamber Low Carbon launched their partnership Carbon Reduction Business Support Programme on Thursday 26 October with a support roadshow across three Fylde venues.

The roadshow, made possible by Fylde Council’s successful UK Shared Prosperity Fund bid, gave 24 Fylde businesses of all sizes and growth stages the opportunity to get practical support and expert advice on topics of concern such as reducing their carbon footprint, managing winter fuel bills, and obtaining certifications.

Cllr Karen Buckley, Leader of Fylde Council, said: “Thursday’s Chamber Low Carbon launch, part of our UK Shared Prosperity Fund business support programme, has been a great success and we wish to thank our partners and all those businesses who attended. The event provided crucial assistance to those looking to secure future public sector contracts, initialise the support available, and network with their fellow Fylde businesses.”

“We value all the businesses in Fylde, the contribution they make to the local economy, and the important role they play in the fight against climate change. The roadshow helped highlight numerous important issues facing local businesses. The public sector procurement process, required by many suppliers post 2024 and particularly for new NHS contracts, was a very popular topic for enquiries. Several businesses took this opportunity to sign up to the Green Rose scheme, which provides in-house ISO 140001 attainment support, and to the wider support on offer on how best to conduct their Carbon Reduction Plans.

Expert advisors from relevant organisations were on hand to provide advice. Attendees were able to seek advice from BOOST Lancashire on various forms of business support available to them through Fylde Councils UK Shared Prosperity Fund allocation, such as strategic growth planning and overcoming sector challenges. The Aerospace, advanced manufacturing and engineering, automotive and space businesses were keen to speak to the specialist advisor from the Northwest Aerospace Alliance team regarding further networking opportunities. The AFC Community Foundation provided information on their alternative recruitment and back-to-employment schemes available, including the new apprenticeships grant offer via the Council.

Fylde Council’s Economic Development Team, co-hosting the event, welcomed the opportunity to meet employers and those with growth ambition. An important survey will soon be sent out to businesses to help this team develop future business support, land and property use strategies.

Decarbonisation is a tool to get to Net Zero and involves devising and implementing new and innovative methods to reduce carbon emissions. A business with a decarbonisation plan not only demonstrates their commitment to reducing their carbon footprint, which in turn can improve opportunities for winning new work contracts, but also enables them to be one step ahead of competitors and save money on energy and other associated costs.

Lytham Claims Gold and Joint Category Winner at Britain in Bloom 2023 National Awards!

Lytham has received well-earned recognition at the 2023 Britain in Bloom national community gardening competition, winning both a Gold Award and the joint Category Winner Award in the Coastal category.

The incredible hard work of long-standing partners Lytham in Bloom and Fylde Council’s Parks and Coastal Services was repaid at the Royal Horticultural Society Britain in Bloom award ceremony on Monday 23 October, sharing first place in the Coastal category with East Haven: Together of Scotland.

The Lytham in Bloom volunteers celebrated their 25^th anniversary this year, having worked tirelessly with the council, local community groups and businesses to make the town’s green spaces beautiful since 1998. As one of six entrants in the Coastal category, Lytham beat four other award winners to secure the joint honour of the top slot.

The plaudits didn’t stop there. In the RHS Discretionary category, a Community Champion Award was presented to Trevor Mackey of Lytham in Bloom, who was also honoured with the North West in Bloom Outstanding Contribution Award in the regional competition last week.

The Gold Award joins those given in 2018, 2015 and 2013, when Lytham also received the ‘Champion of Champions’ Award. This is the highest national ‘In Bloom’ award that can be given, and the occasion marked the first time it was won by a town/city of village in the North West.

More Police Foot Patrols For St Annes: Op Centurion Gets Tough on Anti-Social Behaviour

St Annes is to benefit from additional police foot patrols over the next two years to tackle anti-social behaviour (ASB), as part of Lancashire Constabulary and the Police and Crime Commissioner’s county-wide Op Centurion campaign.

Lancashire Constabulary’s local neighbourhood teams and the newly established ASB Prevention and Problem-Solving Command will be working with key partners, including Fylde Council, to crack down on incidents of ASB throughout the town.

Cllr Karen Buckley, Leader of Fylde Council, said: “On behalf of Fylde Council, I’m very pleased to welcome these additional patrols to tackle anti-social behaviour in St Annes. Visible policing of our streets is high on the public’s agenda and will make a real difference to keeping our residents and visitors feeling safe. This new initiative also means extra funds for additional council enforcement staff to work alongside the Police and I look forward to seeing the results of this targeted work in and around the town centre.”

Op Centurion’s first phase launched in June 2023, using Home Office funding secured by the Commissioner to deploy extra police patrols in six Lancashire districts in a targeted approach to tackle ASB. The resounding success of the initial campaign has allowed for a broader rollout, with St Annes being one of eight more areas to benefit alongside Darwen, Morecambe, Clitheroe, Colne, Bacup, Leyland and Skelmersdale.

The additional resources provided by Op Centurion have already allowed the police and partner agencies to protect local communities across Lancashire by shutting down drug dens, seizing nuisance vehicles, and securing arrests for those involved in a variety of offences, from drug dealing to criminal damage.

Fylde Council has also submitted a successful bid for an allocation of £14,976 from the Police and Crime Commissioner to support these patrols. This allocation will fund the deployment of additional Community Safety Enforcement Officers throughout the town centre to support the Op Centurion patrols.

Cllr Chris Dixon, Lead Member for Social Wellbeing, said: “Anti-social behaviour has a profound impact on victims, how safe they feel in their homes and communities, and can drastically affect their quality of life. It’s a very serious issue for many of our residents, and we as an authority are serious about working with Lancashire Constabulary to tackle it.

“This is why we are so delighted with our successful bid for additional funding for Community Safety Enforcement Officers, who will serve as a further enforcement presence to disrupt and decrease anti-social behaviour. This means more boots on the ground tackling real issues – more police officers in St Annes, and more council officers supporting them. That’s reassuring for residents and visitors, and a real deterrent for those looking to cause a nuisance.”

Fylde Achieve Stunning Results in the North West In Bloom and RHS: It’s Your Neighbourhood Awards 2023!

Fylde Borough has won 22 honours in the annual North West in Bloom (NWIB) competition and 19 It’s Your Neighbourhood Awards, thanks to the exceptional work of volunteers and operational staff.

The 2023 North West in Bloom ceremony saw six Fylde entrants bring home Category Winner awards alongside their well-earned gold awards, and Lytham resident Trevor Mackey was presented with an Outstanding Contribution Award.

Fylde was just as successful in the 2023 Royal Horticultural Society’s It’s Your Neighbourhood Awards, with recognition for two Outstanding Awards for Five Consecutive Years, a Best Biodiversity Award in the North West, a Best Neighbourhood Award, and a Growing Communities Award being presented to local entrants.

Lytham Festival Submit Licensing Application for 25,000 People Per Day For 2024 Onwards

Lytham Festival organisers Cuffe & Taylor have submitted to Fylde Council’s Licensing Team their application to increase the size of the event to 25,000 people per day for 2024 and onwards.

This follows the approval of an increase to 22,500 for two days of the 2023 Lytham Festival after a meeting of the Licensing Panel to determine the matter, and the publication of an independent report that found the subsequent larger festival provided a significant boost to local businesses and was viewed positively by residents.

The application, submitted Thursday 19 October 2023, will be open for 28 days to give residents and business owners opportunity to make representation for or against the proposals with specific reference to the licensing objectives until Thursday 16 November. Representations can be made in writing digitally, through the post, or by hand delivery up to the final date.

Cllr Chris Dixon, Fylde Council’s Lead Member for Social Wellbeing, said: “The views and welfare of Fylde residents and business owners are paramount to decisions on these applications. It was after careful deliberation, and a meeting of the Licensing Panel with many representatives from the local community and other stakeholders, that the increase to 22,500 festivalgoers was approved for two days of the 2023 festival.

“We were pleased to facilitate and promote the new Lytham Festival Residents Forum, providing local people the opportunity to discuss their thoughts on the festival with the organisers directly, and I would anticipate the same degree of thoughtful consideration with regards to this new application. Representations can be made in writing either in favour or against in relation to the licensing objectives, and it is absolutely vital that anyone interested in the matter makes their views known on the application.”

The 2024 festival would be hosted on Lytham Green, as it has been every year since 2010, barring cancellations due to the COVID-19 pandemic in 2020 and 2021. The 2023 festival welcomed 92,000 visitors over five days with headline sets from Jamiroquai, George Ezra, Sting, Lionel Richie and Def Leppard and Mötley Crüe.

St Annes Sea Wall Project Suspended Until 2030 Due to Cost Increases and Focus Shifts to The Island Masterplan

Fylde Council’s Executive Committee have accepted the officer recommendation not to proceed with the St Annes Seawall capital scheme at present, due to projected significant cost increases from the initial budget and the inherent risk levels remaining in the project.

Recent detailed design work indicates that the scheme would cost more than double the figure outlined in the original business case from 2021, from £12.11m to £27.28m. Much of this increase can be attributed to the rising costs of materials caused by inflation, as well as the detailed development of the design and accommodating stakeholder requirements.

The decision has been made to suspend the delivery of the project, whilst still attempting to obtain a marine license and planning permission, and to review the project in 2030 in line with Fylde Council’s Strategic Appraisal Report which recommends replacement of the St Annes Seawall by 2033.

Officers will instead work to progress delivery of the St Annes Island Masterplan, working with funders, local businesses and all stakeholders to bring forward the vision for the development of the site.

Cllr Tommy Threlfall, Fylde Council’s Lead Member for Environment, said: “It is with much regret we have had to make this decision, as due to circumstances beyond our control, the project is now beyond our current financial reach. We remain fully committed to protecting the Island strategic headland, which not only defends 510 local properties and businesses from flooding and coastal erosions, but maintains healthy beaches and dunes along the coast.

“Pushing forward with the seawall project under present conditions would not represent good value for money for our ratepayers, but it’s important to note that this is a suspension, not a cancellation of the project. We proudly remain committed to replacing the St Annes Seawall by 2033, as documented in the Fylde Council Strategy Appraisal report, and will use this time to hold discussions with local stakeholders on how best to progress both this scheme and the St Annes Island Masterplan as a whole.”

Lytham Festival Creates £9 Million Boost To The Fylde Coast Economy

Organisers submit a licence application to see the event grow from 20,000 people per day to 25,000 people per day from 2024 onwards

Lytham Festival 2023 injected more than £9 million into the Fylde coast economy.

In an independent report published today, it is revealed the five-day festival in June created the massive boost for local and UK businesses.

Lytham Festival organisers Cuffe and Taylor jointly commissioned the survey of businesses, residents, visitors and contractors working at the festival with Fylde Borough Council to investigate the economic and social impact during the annual live music festival.

The overall feedback is that Lytham Festival does have a positive impact.

Headline figures from the report show Lytham Festival created income of £16.8million of incremental income for UK businesses this summer, equating to a gross added value of £9.2million. Of that, £3.8million was spent with businesses in Fylde and around £2.3million of that was spent on eating, drinking and shopping ahead of attending the events.

Hotels and accommodation also saw a boost, with 4,500 nights booked across Fylde borough and a further 10,500 room nights in Blackpool and other local areas.

Of the 41 Lytham-based businesses surveyed, an overwhelming majority reported either a very positive or positive impact on their trade, scoring the festival 9.1 out of 10 for being a ‘good thing for the area’.

Festivalgoers enormously support the event rating it 9.5 out of 10 for enjoyment and 57% of people living in Lytham agreed the festival is very good, while 60% of residents also said the atmosphere in Lytham during the festival was fantastic or enjoyable.

The report has today been published by organisers and the council to illustrate the positive effects the festival has on the local area, while recognising the views of a representative sample of the population of Lytham. The survey was carried out over a period of months in Lytham. Fourth Street, an experienced consultancy company carried out similar impact assessments across the UK, including a report for Glastonbury Festival. Fourth Street commissioned Market Research firm Spiral to carry out the data gathering.

Cllr Jayne Nixon, Fylde Council Lead Member for Tourism, Leisure & Culture, said of the report: “It is heartening to see such positive responses from people across Fylde in this independent impact assessment. The opinions of residents and businesses owners are immensely important to us, and this report both illustrates how fondly the festival is viewed locally and quantifies the financial benefits it brings to the borough.”

Welcoming the report findings, Cuffe and Taylor co-founder Peter Taylor said: “A report of this nature is invaluable to us. The economic impact of the festival is brilliant and to hear that local businesses are not only supportive but benefiting from the event is fantastic.

“In addition, to know that the majority of both residents and visitors support and enjoy our festival is great news.

“The report isn’t all about praise for the festival either, it does recognise the impact the festival has on residents’ lives. We believe the information provided in the report will provide a benchmark that will help our endeavours to address any inconveniences experienced by our neighbours and to look for and quantify continued improvements each year. With all reports and surveys of this nature it is important to take all points on board and we can use this to further enhance the Lytham Festival experience for residents, businesses and visitors alike.”

In addition to the independent surveys conducted during this summer’s Lytham Festival, Fylde Borough Council and Cuffe and Taylor jointly launched a Lytham Festival Residents’ Forum earlier this year to give local residents the opportunity to be part of a formal panel discussing all aspects of the festival. The forum has met twice already and members were invited to visit the festival site during the event this year to see the operation in action and discuss concerns directly with the organisers.

Following the granting of a one-year extension to the existing licence to 22,500 for two nights this year, Cuffe and Taylor have submitted an application to Fylde Borough Council’s licensing committee to extend the site capacity to a maximum of 25,000 per day for 2024 onwards, as well as agreeing a Park and Ride option for car parking that will take pressure away from the road infrastructure in Lytham.

Speaking about the licence increase for 2024, Cuffe and Taylor fellow co-founder Daniel Cuffe said: “We were able to demonstrate to the authorities this year that we could run a safe and well managed event for 22,500 people.

“Our improved partnerships with Blackpool Transport and Northern Rail to get the audience back home safely after the event worked well. We’re proposing to roll this out further in 2024 and, taking into account a larger capacity, add a Park and Ride scheme using land in St Annes to accommodate additional car parking numbers should our license application be successful.”

The independent survey was carried out by market research companies Spirul and Fourth Street.

41 businesses, 881 visitors and 357 residents living in FY8 4 and FY8 5 postcodes were surveyed.

Active Lancashire Publish Report on Swimming Provision in Fylde

Fylde Council have received a report from Active Lancashire regarding the quality, quantity and accessibility of swimming facilities across Fylde.

The report identifies the potential within the borough to meet the needs of local residents to access water space following the closure of Kirkham Rural Splash facility, and provides three key recommendations as to how this can be achieved.

Cllr Jane Nixon, Fylde Council’s Lead Member For Tourism, Leisure and Culture, stated: “The closure of the YMCA Kirkham facility was an unfortunate blow to rural Fylde residents. We welcome the recommendations made in the Active Lancashire report, commissioned in collaboration with Kirkham Town Council, and will be consulting with local stakeholders and engaging with local facilities to try to ensure that our residents across the borough have access to adequate swimming provision.”

Lancashire County Council Proposes Restrictions on Motorhome Overnight Promenade Parking

A set of proposed new restrictions aims to stop motorhomes parking overnight along Lytham St Annes promenade.

The new traffic regulation order would prevent motor caravans from waiting on the roadside along the promenade and on some adjoining roads between 6pm and 8am, as well as introducing other parking amendments to address concerns raised by residents.

Lancashire County Council, as the upper-tier authority for the county, are responsible for implementing and enforcing on-street parking regulations in Fylde. These new proposals emerged from discussions between Fylde Council and Lancashire County Council over concerns raised by Lytham St Annes residents and business owners.

Cllr Michelle Morris, Fylde Council’s Lead Member for Customer & Operational Services, said: “The majority of the motorhome visitors we receive in Fylde are perfect guests, and I would like to emphasise that they are still very welcome to stay overnight in the motorhome car park bays designated for this purpose.

“These new proposals would help keep the promenade and its environs in excellent condition for all while continuing to provide a place for motorhomes in Lytham St Annes.”

New provision for motorhome overnight parking was recently introduced in designated bays on Fairhaven Road Car Park as part of an 18-month trial, adding to the existing motorhome overnight parking bays available at the St Pauls Avenue, St Annes Swimming Pool, North Promenade, and North Beach Car Parks. Cllr Cheryl Little and Cllr Susan Fazackerley, Carnegie Ward members who have fought long and hard as representatives of one of the areas most affected by the proliferation of motor homes parking for considerable periods of time on roadsides, welcome Lancashire County Council’s proposals for limitation of this activity. Cllr Fazackerley said: “We are very aware of the problems this has caused to our residents and hope the proposals will encourage motor home owners to use the increased facilities available at a very small cost in our sea front car parks.”

Fylde Council launches its Carbon Reduction Business Support Programme with Chamber Low Carbon – helping the borough’s businesses to reach net zero. A roadshow around the Fylde Borough will take place on Thursday 26 October, with each session in easy reach of Fylde’s key business areas. With increasing fuel bills of major concern to most businesses, procurement processes requiring many suppliers to have carbon reduction plans, and for those looking at ISO 50001 and ISO 14001, this event is going to be very popular.

Fylde business owners, directors, and managers responsible for their company’s net zero ambitions are invited to attend a free event, at either a breakfast, lunch, or early evening session to suit their schedules. Each session will comprise a short presentation from the Chamber Low Carbon team, providing key advice on energy efficiency, cost reduction and carbon reduction plans, plus what net zero advice and bespoke support is available to the business community.

Cllr Karen Buckley, Council Leader, said “This programme is designed to help businesses access the support they need to reduce costs by reducing consumption and increase efficiency. The rise in energy prices and inflation are huge pressures on our business community and, whilst many entrepreneurs will want to reduce their carbon footprint, it must be economically viable to do so. This event will provide attendees with the opportunity to find out what specialist business support is on offer to them to establish or take their current plans forward.

“Come along to one of the events to find out more. You can also sign up to the full Chamber Low Carbon programme to receive fully funded support in environmental and energy saving/efficiency good practice, review your energy bill contracts, develop net zero targets and carbon reduction plans, or receive guidance on low carbon technology adoption. For those businesses signing up you will receive ongoing free support via a suite of events, masterclasses and 1-2-1 bespoke support.”

Businesses can also find out what advice and support is available from partners, including BOOST Business Lancashire on a vast array of business support and finance available to them. Aerospace, Advanced Manufacturing and Engineering, Automotive and Space businesses can seek out the specialist support from the Northwest Aerospace Alliance team too. Information on the Fylde Apprenticeship Project and various recruitment and back-to-employment schemes will be available on the day from AFC Fylde Community Foundation and the Council’s Economic Development Team, who are co-hosting the event, would welcome the opportunity to meet employers and those with growth ambition.
