Business owners and landlords in Kirkham’s historic town centre are now being encouraged to apply for grants that could help transform their premises.

Fylde Borough Council’s Shop Front Improvement Scheme was launched after Kirkham was designated a High Street Heritage Action Zone (HS HAZ) by Historic England.

Supported by both HS HAZ and the Government’s Future High Streets Fund (FHSF), grants covering up to 90% of the design and build costs of specialist restoration work are now available to business owners

These one-off grants can be used to help reinstate historic features such as timber sash windows, slate roofs, timber shop fronts, brickwork pointing and guttering.

For full information and to download an application form please click HERE

The Shop Front Improvement Scheme is designed to restore and enhance shop frontages on Kirkham high street by re-instating historic (pre-First World War) shop frontages.

Over the last few decades, Kirkham has lost many of its historic shop frontages and, sadly, some if its character and uniqueness as a traditional market town.

Inappropriate and unsympathetic refurbishments and re-developments have led to a hotch-potch of architectural styles, and materials which do not best promote the town centre are visually uninspiring and detract from its historical character and appeal.

The Shop Front Improvement Scheme seeks to redress this and restore by offering improvement grants to high street business premises to reinstate historical features.

The fund will be open for applications until September 30th 2023 (subject to funding being available) with all work to be completed and invoiced by the end of January 2024. Applicants should note that there is a finite budget for this grant scheme, so early applications are encouraged.

Fylde Council has appointed two Lancashire-based architectural practices – DC & MG Associates and North West Design Collective (NWDC) – to help deliver the scheme. They will work with shop owners and Fylde BC to produce individual designs for each shop frontage based on images contained in historic archive photos.

The UK Health Security Agency has confirmed that NHS Test and Trace services will continue every day over Christmas and the New Year, providing and processing tests for those who need them and tracing contacts of positive cases.

All test sites will remain open, with booking slots available on Christmas Day, Boxing Day, and New Year’s Day. Test site operating hours may be extended if there is increased demand for PCR testing.

Please continue to book a PCR test if you have COVID-19 symptoms or if you have tested positive following a Lateral Flow Device (LFD) test. People can book a test online or by calling 119.

People will be able to order LFD and PCR tests every day over the festive period. The 119 service will continue to operate on Christmas Eve and New Year’s Eve from 7am to 6pm, and Christmas Day and New Year’s Day from 7am to 5pm. On other days, the service will operate from 7am to 11pm.

Clrl Karen Buckley, Leader of Fylde Council, said: “As we enjoy a well-earned festive holiday we mustn’t let down our guard. We all play a part in protecting our community by getting vaccinated, and boosted, first and foremost. We also know that the Omicron variant is more infectious, so regular testing is vital. You can collect a box of lateral flow tests from chemists and libraries in your area, as well as order them online. Please remember to take regular tests, especially before meeting up with friends and family, just to make sure you are Covid free.”

In some cases, tests may take slightly longer than usual to arrive due to Royal Mail’s collection and delivery times over the festive period. You can still order a test on the government website.

NHS Test and Trace contact tracers will also continue to work throughout the festive period, with services provided online through the self-service process on Christmas Day and New Year’s Day.

More detailed information about opening hours for testing sites and the 119 service can be found here: Test and Trace services continue over the festive period – GOV.UK (www.gov.uk)

New packages of support for business have been announced by the Chancellor.

This includes new one-off grants of up to £6,000 for eligible businesses in the hospitality and leisure sectors. At this stage, the Council is waiting for further details from the government on precisely which businesses will qualify for the support, how much they will be awarded and when the support will be made available.

The government will also help certain firms with the cost of sick pay for Covid-related absences, it is not expected that this will be administered by the local authority.

The Additional Restrictions Grant schemes remain suspended while officers process the applications that have been submitted and await further detail and confirmation whether the grant fund will be topped up any further by central government as part of the latest announcement.

Councillor Karen Buckley, Leader of Fylde Council, said: “I am very pleased to hear the government announce a further round of grant support for businesses in need. Hospitality establishments and leisure venues that have fought hard to stay afloat over the course of the Coronavirus pandemic are now facing empty tables during what should be their busiest time of year. Fylde Council will be proud to provide crucial support to our local business owners as soon as possible, and we ask for their patience as we await further information from the government.”

Updates will be published across all media channels as soon they are available.

We are currently receiving unprecedented service demand, and kindly ask that you do not make contact regarding the new announcement as we have no further information to provide at this time.

Fylde Council has updated its Local Plan to take account of revised government guidance and to assist neighbouring authorities in delivering unmet committments.

The updated Fylde Local Plan 2032 (incorporating Partial Review) was adopted by Fylde Council on 6th December 2021. This document revises 9 policies of the previous Local Plan which was adopted in October 2018 to ensure it is up to date with the latest National Planning Policy Framework (NPPF21). Much of the Local Plan, including the site allocations policies, remains unchanged.

The most significant changes are a result of a reduction in the assessment of housing need, with the updated plan reducing the number of houses required to be built in the Borough to 305 homes per year instead of the previous 415.

The new housing requirement will be used as the basis for the calculation of the Council’s housing supply, placing the Council in a much stronger position to resist unplanned development, and ensuring that only those sites identified in the Plan receive planning permission. This means that the Council’s sustainable development strategy will continue to be delivered.

Councillor Trevor Fiddler, Chairman of the Planning Committee, said: “The Council has produced the Partial Review to update the Local Plan to accord with latest government policy and to address a housing shortfall in the neighbouring Borough of Wyre. The Partial Review ensures that the Local Plan will continue to deliver a sustainable pattern of development for the plan period and that development of the Borough continues to follow the plan-led system. The Local Plan directly or indirectly affects all residents, communities and businesses within the Borough and ensures that all who live or work in Fylde, along with those who visit, can look forward to the achievement of the Council’s Vision for Fylde in 2032

All relevant documents can be found on the Fylde Council website: Adopted Fylde Local Plan to 2032 (incorporating Partial Review)

Fylde Council are proud to present Shifting Sands, an art trail of contemporary travel posters by acclaimed artist Nicky Thompson set within the historic grounds of Lytham Hall. Shifting Sands presents 12 new contemporary artworks in the style of railway posters that depict iconic landmarks on the Fylde coast. An accompanying exhibition of mid-century railway posters from the Lytham St Annes Art Collection will be displayed in Lytham Hall.

The story of railways in Britain has been reflected in the development of the railway poster. The art form illustrates the major changes that have occurred in British society over the years and captures the spirit and character of British life throughout the twentieth century. Railway posters are social documents and material evidence of British culture; they illustrate the changing styles in art, holidaymaking, architecture, and fashion over the years, as well as the development of the urban and rural landscapes of Britain.

The arrival of railways contributed significantly to the growth of the British seaside resort. From the 1840s onwards, expansion of the railways to the coast often transformed small fishing villages into popular resorts. Making access quicker and cheaper, the railway revolution of the nineteenth century had a significant impact on the development of Lytham and St Annes.

Shifting Sands celebrates the railway poster as an art form and explores the development of the railways in the North and their impact on the Fylde coast. Nicky Thompson’s contemporary railway posters depict well-known and beloved landmarks that bring tourists and travellers to the Fylde coast in droves to this day. A special exhibition of original railway posters and art works from the Lytham St Annes Art Collection, which depict the landscape of Lytham and St Annes over the years, will accompany the art trail at Lytham Hall. Shifting Sands is in collaboration with Community Rail Lancashire.

Councillor Michael Sayward, Chair of Tourism and Leisure Committee, said “Fylde Council is delighted to work with Nick Thompson, Community Rail Lancashire and Lytham Hall to present this exciting art trail and exhibition that celebrates the ‘shifting sands’ of the Fylde coast since the railway revolution of the nineteenth century. We’re excited for people to engage with the Lytham St Annes Art Collection and the history of the area in new and innovative ways.”

Shifting Sands art trail will open on Friday February 4th 2022 in the grounds of Lytham Hall. The accompanying exhibition of art works from the Lytham St Annes Art Trail will open on Saturday April 2nd 2022.

For more information, please visit the Discover Fylde website.

Please note that this event is subject to Covid restrictions which may be in operation at the time.

Food businesses across the Fylde are scoring top marks for Food Hygiene Ratings as advent calendars countdown to Christmas!

The past twelve months have seen record numbers of food businesses changing ownership or starting from scratch, adopting new business models to thrive in unprecedented circumstances. Whether these businesses were introducing takeaway options, offering delivery services, or even preparing food from home, Fylde Council officers have been engaging remotely with them throughout the pandemic, continuing to provide expert advice to maintain impeccable hygiene standards and support Fylde’s economy.

The results speak for themselves, with dozens of Fylde food establishments receiving the well-earned early Christmas gift of a National Food Hygiene Rating of 5. Such scores reflect their excellence in hygienic handling of food, cleanliness of facilities, and staff training, amongst other criteria designed to keep diners healthy and happy.

The Food Standards Agency Local Authority Recovery Roadmap set out a plan of national objectives for a phased recovery, detailing how local authorities are to return to normal service delivery and how official food safety controls will be implemented until April 2023 and potentially beyond. Fylde Food Safety officers have been working hard to help bring back a touch of normality in time for the festive period.

Councillor Thomas Threlfall, Chairman of the Environment, Health and Housing Committee, said: “Fylde Council officers have endeavoured to help our valued local businesses all that we can, and the excellent standard achieved highlights the value of this association. I’d like to thank these businesses for working with us to help make Fylde a desirable destination for tourists and residents alike.”

Fylde Council are inviting visitors and residents to express their views on car parking arrangements throughout Lytham in an online survey.

The aim of the survey is to gather information about people’s parking preferences, concerns, and suggestions. This data will then be used to inform future developments regarding parking facilities to support the town and wider area, subject to normal planning approval.

Councillor Roger Small, Chairman of the Operational Management Committee, said: “Lytham boasts a wealth of delightful amenities and attractions to appeal to residents and visitors alike. This survey is the first step in the process to ensure our beautiful town can continue to be conveniently enjoyed by generations to come.”

Fylde Council strive to ensure that residents, businesses, shoppers, visitors, and workers have access to sufficient, good quality, safe and welcoming parking provision. The survey focuses primarily on off-street parking (namely public car parks) which Fylde Council operates, but any opinions regarding on-street parking can also be presented and will be passed to Lancashire County Council for their consideration.

The survey will be open until 9th January 2022, and can be accessed online here: https://www.fylde.gov.uk/council/consultation/

Please note, if you are a Fylde Resident and use Fylde council’s car parks more than once a month throughout the year, you may find it cheaper to obtain a Fylde Resident Permit under the Fylde Resident Permit Scheme.

Lancashire Volunteer Partnership (LVP) and the NHS are looking for volunteer Marshals to assist at COVID vaccination sites across Lancashire and South Cumbria. This is your opportunity to do your part in helping your community protect themselves and their loved ones from coronavirus.

Anyone aged 16 years and over, not currently self-isolating or showing COVID-19 symptoms, can join the push to get Fylde vaccinated and boosted by the end of December. You’ll be working at a local or mass vaccination centre and can choose the time slots that fit around your work and home life. Time slots are between 4-6 hours and are available at venues across the area, 7 days a week.

Councillor Karen Buckley, Leader of Fylde Council, said: “Our Fylde community are extremely generous and have come together throughout the pandemic to support their friends and neighbours. Charities, churches, and community groups have worked with the council to reach so many people to meet their needs.

“There is now a call for volunteer marshals to come forward to help the accelerated booster vaccine rollout so if you have the time to spare and want to get involved please do come forward.”

If you or anyone you know is interested in this opportunity, please visit the LVP website today: lancsvp.org.uk/opportunities

For more information about volunteering, contact healthierlsc.covid19vaccinemarshals@nhs.net

Fylde Council encourage anyone who can to get their booster vaccine, and it’s never too late to get your first or second dose. You can book a vaccine or booster online here; please be aware that the service is experiencing very high demand and is operating a queue system.

The government has announced that from Wednesday 15th December all persons aged 18 years and older, and those aged 16 years and over who are at risk (including health and social care workers), will be offered a booster dose of coronavirus (COVID-19) vaccine.

People in these categories who have had their second dose of vaccine at least 3 months ago will be able to book a booster appointment either by calling 119 or by using the online booking service from Wednesday 15th December. You can also find a walk-in coronavirus vaccination site by entering your postcode on the NHS website here from Monday 13th December.

Even if you haven’t been fully vaccinated yet, it’s never too late to get your first or second jab. Anyone can still book their vaccinations using the same online booking service or at a walk-in vaccination site.

The level of protection provided by vaccines can wane over time. The vaccine boosters are intended to help reduce the risk of hospital admission due to COVID-19 infection, to boost immunity into next year, and may give greater protection against new variants such as Omicron.

Councillor Karen Buckley, Leader of Fylde Council, said: “At a time of year when people yearn to reconnect with family and friends, the Omicron variant is now spreading rapidly across the UK. I urge everyone to get their booster dose of the vaccine to protect themselves.

“This disease is a threat to us all one way or another. I’m sure many of us know people whom we considered fit and healthy to have been struck down with Covid and now have long-lasting symptoms. It isn’t yet known whether Omicron will cause less severe disease in this country. We need a wall of protection around us all, not one which is ridden with holes to let the virus in.

“The NHS is putting all its efforts behind the vaccination programme. Please do your bit and get your jab as soon as it is available to you so your Christmas with family and friends is enjoyable and safe.”

The government aims to ensure that all adults who want a booster will be able to receive one by the end of December. The Lancashire Volunteer Partnership and NHS have partnered together to call for volunteer marshals to help achieve this. For more information about the vaccine, please see the central government website advice on vaccine boosters.

Please be aware that at time of writing, the online booking service is currently facing extremely high demand and is operating a queuing system. The NHS advise that anyone who is unable to book now should try again later the same day.
