Fylde Councils vision is ‘for Fylde to be a place where people choose to live, work and raise a family, retire and feel safe, visit and want to return’, which is laid out in the Councils Corporate Plan for 2024-28. Fylde Council is committed to providing a safe and caring community, including working with partners to reduce anti-social behaviour (ASB). Fylde Council recognises that ASB can have a significant impact on quality of life. If left unresolved it can have a lasting impact on the people involved, other people living in the area, and the environment. Fylde Council work in partnership with other agencies including the police to tackle ASB, improve community safety and reduce crime.

Anti-social behaviour is any aggressive, intimidating or destructive activity that impacts another person’s quality of life. This might include:

Persistent verbal abuse or threats

Assault or physical harassment

Racial harassment

Homophobic harassment

Graffiti or damage to property

Vandalism

Persistent anti-social behaviour can cause significant alarm, harassment and stress. Fylde’s Community Safety Partnership believes that everyone who lives, works or visits Fylde has a basic right to enjoy peace and quiet in their own home, to feel safe and secure and not to have to suffer or tolerate the antisocial activities of others.

You do not have to put up with anti-social behaviour in your neighbourhood

We are there to help you if you are a victim

We will provide support to anyone who wants to report anti-social behaviour but is concerned about reprisals

Anyone affected by or witnessing ASB can report it to Fylde Council by:

You can also report ASB to Lancashire Constabulary who are responsible for dealing with anti-social behaviour in public areas such as rowdy and inconsiderate behaviour, underage drinking, drug and substance misuse, dogs which are dangerously or out of control, vandalism, verbal abuse, hate incidents, harassment and vehicle nuisance. You can report ASB by calling 101 or by reporting online here. If the anti-social behaviour puts you, your family or your property in immediate danger you should always ring 999

When you report ASB, the community safety team will:

Carry out more detailed investigations

Identify potential legal or other remedies to problems;

Support victims and witnesses of ASB

Work with other agencies to prevent and reduce ASB.

To achieve the most effective and appropriate solutions to ASB, we work in partnership with the police and other agencies. By working together we can co-ordinate initiatives to reduce and tackle ASB, and stop it from happening, making a real difference to the quality of life for everyone living in the Fylde area.

Any person dissatisfied with the outcome following a report of ASB may be eligible to request for their case to be reviewed, providing that their case meets the community trigger threshold.

Fylde Council developed an Anti-Social Behaviour Policy in April 2025 which sets out its approach to preventing, managing and dealing with ASB. It reaffirms the Councils commitment to tackling ASB, and supporting safe and strong communities. A copy of the ASB policy is available here.

Anyone who lives in or visits Fylde knows that our area is blessed with amazing beaches, parks and open spaces. We want those places to be welcoming and safe environments for all, including dog walkers.

The council has introduced Public Space Protection Orders (PSPOs) to balance the needs of dog walkers with the rest of the public. PSPOs are formal orders made by the council under the Anti-social Behaviour, Crime and Policing Act 2014. They apply to anyone in charge of a dog in certain areas in the Fylde Council district. The requirements of the current PSPOs are listed below, and you can download a full copy of each order from this page.

Paddling pools, fountains and other similar places: Keep your dog out

Enclosed outdoor play areas: Keep your dog out

St Annes beach and sand dunes (between the lifeboat station and North Promenade Car Park): Keep your dog out from Good Friday to 30 September

Ashton Gardens: Keep your dog on a lead

Lowther Gardens: Keep your dog on a lead

Fairhaven Lake: Keep your dog on a lead

Lytham Park Cemetery: Keep your dog on a lead

Promenade and Promenade Gardens: Keep your dog on a lead

Council-owned car parks: Keep your dog on a lead

Roads and pavements: Keep your dog on a lead

All other public places: Put your dog on a lead if requested

All public places: Pick up your dog’s fouling

Certain exceptions apply to some of these orders. Please download and look at the order itself for full details of the requirements, their extent and exceptions.

You can report a dog off the lead here.

Most people understand the need for the orders and comply with them. Our wardens are always happy to explain exactly what is required. But you can be ultimately be issued with a fixed penalty notice of (£100) or be taken to court and fined up to £1,000 in court if you do not comply and don’t have a reasonable excuse.

Victims of ASB can request a review of their case. The complainant can consider using the ASB case review process (formerly the community trigger). Agencies including councils, police, local health teams and registered providers of social housing have a duty to undertake a reviews of how they have dealt with a case when the complainant is dissatisfied with the outcome, where the case meets our locally defined threshold. The Lancashire Community Safety Partnership and local partners have defined this threshold as:

‘three or more qualifying complaints about separate incidents of antisocial behaviour in the last six months, where the victim feels no effective action has been taken’

The ASB Case Review can be used by any victim of ASB or by any person acting on behalf of a victim, for example a family member, friend, carer, councillor, MP or other professional person. This is intended to ensure that all victims are able to use the ASB Case Review. However, the victim’s consent should be sought by the person using the ASB Case Review on their behalf.

The ASB Case Review should not be used to complain about a single organisation. If your complaint is about an individual organisation you are advised to follow their complaints procedure.

Public Spaces Protection Orders (PSPO’s) relating to barbecues

Public Spaces Protection Orders prohibiting barbecues and outdoor cooking in certain open spaces in Fylde were extended in June 2025 and will continue to apply until 30 June 2028. These orders extend previous orders which have been in place since 2019. The PSPO’s have been renewed subject to public consultation twice since.

A full list of the affected open spaces, such as certain parks, dunes and beaches can be seen below.

The PSPO’s were originally introduced in response to complaints about damage caused to park furniture and grassed areas because of barbeques and outdoor cooking. The fire service was called to attend a large fire on Lytham Green in summer 2018 which was caused by a disposable barbecue. Damage had also been caused in and around Fairhaven Lake, and the Fylde Sand Dunes Local Nature Reserve which is a Site of Special Scientific Interest. The complaints included other elements such as noise, nuisance, litter, anti-social behaviour and safety risks associated with such activities.

The Council hopes that by prohibiting barbecues this will help to further protect the Borough’s designated open spaces, nature reserves, ecological sites and the associated wildlife.

Failure to comply with the orders will result in a Fixed Penalty Notice of £50 or you could be prosecuted in the magistrates’ court for a criminal offence and be fined up to £1,000. Community Enforcement Officers from Fylde Council proactively patrol these areas, often 7 days a week, to ensure compliance.

If you see someone using a barbecue or cooking equipment in an area where an order applies please report it to us using the following link: Report it – Fylde Council

What you can do to help

The police and the security and intelligence agencies depend on information from the public. Be their eyes and ears and help keep yourself, your family and your local community safe by looking out for any activity that seems to be unusual and reporting it to the police, in confidence.

If anything gives you cause for concern, do not rely on someone else – ACT. Find out about what kind of activity and behaviour you should report on the Action Counters Terrorism (ACT) website.

If you have any information about unusual activity or behaviour, you can report it in confidence:

Report your concerns to concern@lancashire.pnn.police.uk

Call the police confidentially on 0800 789 321

If you think a threat is imminent call the police on 999

Online material

You can also report illegal or harmful information, pictures or videos you’ve found on the internet such as:

articles, images, speeches or videos that promote terrorism or encourage violence

content encouraging people to commit acts of terrorism

websites made by terrorist or extremist organisations

videos of terrorist attacks

Introduction to Prevent

Prevent is part of the UK’s counter terrorism strategy. It aims to prevent people from supporting violent extremism and all forms of potential terrorism, such as Al Qaeda, Daesh inspired, far right, Irish republican, animal rights, faith-based extremism and other types of terrorism in all its forms.

Like all local authorities, the council has a legal duty to prevent people from being drawn into terrorism under the Counter-Terrorism and Security Act 2015. We work with local partners to protect the public, prevent crime and to promote strong, integrated communities.

Preventing violent extremism is one of the ‘4 Ps’ within the Government’s strategy for countering violent extremism, known as Contest:

Prevent – stopping people becoming terrorists or supporting violent extremism.

Pursue – stopping terrorist attacks.

Protect – strengthening protection against terrorist attacks.

Prepare – where an attack cannot be stopped, mitigating its impact.

The current Prevent strategy is made up of three key objectives:

Respond to the ideological challenge of terrorism and of those extremist views conducive to it.

Prevent vulnerable people from being drawn into terrorism and ensure that they are given appropriate advice and support.

Work with sectors and institutions where there are either risks of radicalisation or opportunities to prevent it – or both. This includes education, faith, health, charities, prisons and probation. The strategy spells out what the Government is planning in each area and also looks at the particular issue of the Internet.

What opportunities are there to get involved with Prevent?

Online training for front line staff – an introduction to the Prevent duty, which explains how it aims to safeguard vulnerable people from being radicalised to supporting terrorism or becoming terrorists themselves.

Childnet: Trust Me resource for schools – an excellent classroom resource which can support addressing online extremism and propaganda through digital literacy. The resource aims to provoke discussion among students so as to challenge young people to think critically about what they see online and is available with both Pprimary and secondary lesson plans.
