The iconic landmark suffered damage from high winds in October 2021, with three sails falling in intense weather and the fourth being removed by contractors on behalf of Fylde Borough Council so that repairs could be conducted.

Cllr Michael Sayward, Chair of the Tourism and Leisure Committee, said: “The Lytham windmill is an immediately recognisable emblem not just of Lytham but of the entire Fylde. Since the final sail was removed to allow for the replacement of the full set, many residents have been in contact with us to ask when the windmill would be restored, showing just how well-loved a landmark it is, and it is our great pleasure to be able to announce the repairs complete.”

The bespoke replacement sails, crafted by veteran millwright Joe Gillett and his skilled team, are made of wood from the western coast of the United States, and required a settling-in period of several weeks before they could be installed.

Lytham windmill dates to the early 19th century, and over the years has operated variously as a working mill, a tourist attraction, a café, a club house for local institutions and an electricity substation. A programme of renovation was launched by Fylde Council in 1987 to address the issue of rising damp, and the windmill was reopened to the public in 1989.

From November 2020, the centre was one of hundreds across the country providing facilities for members of public to self-administer COVID-19 tests, helping to control the spread of the coronavirus and to keep themselves and their families safe. The UK Health Security Agency (UKHSA) has now begun the process to gradually demobilise these sites, freeing up numerous spaces on the Fairhaven Road car park in time for what promises to be a spectacular summer season.

The work to remove the structures comprising the testing centre will be carried out by the contractors over the three-day period, with cleaning and remedial work to restore the car park taking place at the same time. Coaches will once again be able to park in one of the seven designated bays. A fee of £10 per coach will apply during the daytime 6am to 9pm period, while overnight parking will be free.

Cllr Roger Small, Chair of the Operational Management Committee, said: “The demobilisation of the Fairhaven Road car park testing centre is a welcome sign that things are starting to get back to normal. On behalf of Fylde Council, I would like to thank the staff who worked so hard to provide this vital service, as well as all those Fylde residents who did their part to keep testing throughout the pandemic, and we look forward to seeing welcome visitors return.”

Three well-known Fylde institutions have received a total of £58,500 through Fylde Council’s Additional Restrictions Grant (ARG) Exceptions 2022 Scheme to help fund vital restoration and development, the Council are pleased to announce.

The Lowther Gardens Trust, the Ansdell Institute, and the St Annes Enterprise Partnership each successfully applied for funding through the Government-backed programme to help those businesses and organisations adversely affected by COVID-19 but which were not eligible for assistance through other support schemes. The monies received are to be invested in better facilities and infrastructure and will in turn help them provide greater value to the community.

Cllr Karen Buckley, Leader of Fylde Council, said: “It has been our great pleasure and privilege to be able to support our local businesses and organisations through the trying times of the past two years. Many of our local establishments would not have been able to survive without assistance, and we have worked hard to ensure crucial financial support was delivered where it was most needed. As we move towards a brighter future, these investments will help strengthen our economy and secure our heritage, and we are excited to watch our Borough thrive once again.”

With a history dating back to 1921, the Pavilion is a well-loved entertainment and cultural hub on the Fylde coast, and the funding is to be spent on further enhancing its multifunctional space for community activities, including the successful Lowther Youth Theatre, and providing two outdoor screens to improve the visitor experience by offering interactive information for park and theatre events.

Tim Lince, CEO of the Lowther Pavilion, said “It’s a real boost that we are able to move ahead with these projects now as we encourage more of the community to get involved in the theatre and park. Lowther has successfully negotiated the perils of the pandemic with outdoor theatre, Cinema, Silver Screening to care homes and the vulnerable but it is wonderful to be back inside with our eclectic mix of culture and community use.”

These cabins, with fully secure electrical inputs and front drop-down panels allowing the display and sale of goods, food, and drink, will be made available through a framework agreement for use by other Fylde businesses and community groups throughout the borough. By providing these amenities to local merchants and groups, STEP will be able to help support traders and contribute to a flourishing Fylde.

Cllr David O’Rourke of Kilnhouse Ward, the Fylde Borough Council representative on the STEP Board, said: “I was delighted to be able to assist with the successful application to secure the funding enabling the group to acquire 12 bespoke trader’s cabins for use at future events. This will considerably reduce future costs, removing the need to hire cabins, and ensuring STEP can organise a bigger, better Christmas market this year. We plan to grow this event into a major annual St Annes attraction following the launch in December 2021. The cabins will be used for other events and will also be available to other Fylde business and community groups, free of hire charge, to use at their events, although there will be some cost involved in transport and set up of the cabins. We will be announcing arrangements for the booking system soon.”

Built in 1909, the Grade II-listed building is a beautiful Edwardian landmark and beloved community hub, hosting the Rarity School of Dance, the Sewing Institute, Belle and the Beanstalk children’s wear, and a café. The funding is to be used to fully refit the kitchen to further enhance the community café and refurbish the public hall section toilets, greatly improving the offering for room hire service, with any funding remaining to be used to support the maintenance and repair of the building including restoration of the roof and façade.

Cllr Ben Aitken of Ansdell Ward, Chair of the Friends of Ansdell Institute, said: “This award represents an excellent starting point for our long-held aim of restoring the Institute to its full glory. The Friends of Ansdell Institute are excited to take another step towards our goal of sustainability, and we hope the building and its facilities will continue to be enjoyed by the community for at least another hundred years.”

The allocation of these grants was made possible through funding from central Government as part of the wider COVID-19 business grants schemes. The payment deadline date for all such grants was 31 March 2022, and since the start of the programme Fylde Council have paid £37m in total to local businesses, organisations, and charitable groups, with the ARG Exceptions Scheme representing just once tranche of the money the Council was able to award to the community.

The Fairhaven Lake and Gardens date back to the 1890s, when they were first established by the Fairhaven Estates Company. The landing stage and pagoda-style boathouse followed over the next few years before the lake and grounds were purchased and presented to the Corporation of Lytham St Annes in 1926, and over the years have become host to regular events such as the Fairhaven Regatta, as well as numerous clubs and societies.

Long a point of pride for the local community and an attraction for visitors, the Fairhaven Lake and Gardens still had yet more untapped potential. This began to be fully realised when Fylde Council received funding from the National Lottery Heritage Fund (NLHF) and Big Lottery Fund to launch an exciting and ambitious programme of redevelopment, enhancing the buildings, landscape, lake, and activity offering. Alongside a new staffing structure providing the lake with a dedicated on-site team of experts, Fairhaven is poised to enjoy a bright future as the project nears completion. Fairhaven Lake Manager Nick Skiba leads the team:

“Fairhaven is an entirely unique place and offers a totally different experience for the public, with the traditional feel of our water-based activities and events alongside fresh and exciting attractions such as our Adventure Golf and new Water Sports Centre. Fundamentally Fairhaven is a public park, and we keep this at the heart of all we do – at Fairhaven there really is something for everyone.

“I was lucky enough to join the Fairhaven Team mid-season in 2021. This was a great time to join as I was able to see events up and running and give input into the completion of the many wonderful NLHF projects. Parks and open spaces have been a crucial part of life over the last couple of years and their importance to the local community is more evident than ever. I am extremely proud of my team for what has already been achieved, and for all we have to look forward to.”

Many local groups and organisations enjoy the use of the lake and its grounds, from the model boat club and river cruising club to school trips and the dragon boat racers. Fairhaven Lake Communities and Activities Officer Julie Vale works with each of them to ensure that Fairhaven Lake continues to be available to all, arranging events to bring visitors in to enjoy the park to its fullest:

“I have been working at Fairhaven for 16 years, first at the RSPB centre and then as the Activity Development Officer for the restoration project. I was lucky to become a full-time member of the Fairhaven team in August 2021. My background is ecology, but I enjoy working with people too, so Fairhaven is perfect for my interests as it’s such an amazing place for wildlife and our visitors. My new role involves supporting the clubs and volunteers in their activity and delivering the parks events.

“I love event days where there is a buzz in the park with everyone getting involved and enjoying this special place. I’m looking forward to 2022 being full of exciting activity for Fairhaven bring the community and visitors back together. I am very proud of what we have achieved with the restoration project and look forward to building on those foundations for Fairhaven to go from strength to strength.”

A significant element of the restoration project has involved landscaping, with projects such as the uncovering and replanting of the former Japanese gardens requiring expertise and dedication. Head Gardener Darren Mooney has both the talent and experience to bring these projects to life:

“I am a second-generation gardener and I’ve been working professionally in horticulture for over 30 years, in both the hard and soft landscaping industries. For the last 21 years I worked for Wyre Council, where the gardening team and myself received the prestigious RHS Britain in Bloom Gold distinction and the RHS Heritage Award.

“This is the standard that I am really looking forward to bringing here to Fairhaven Lake for you all to enjoy, and the exciting projects planned here are what attracted me to the role of Fairhaven’s Head Gardener. There will be plenty of opportunities for the local community to get involved with the restoration of the garden’s including a community garden area, bulb planting events and much, much more. I hope to see you all at Fairhaven Lake soon.”

There’s also plenty for all to do out on the lake itself, from group and one-on-one sessions for canoeing, kayaking and stand-up paddleboarding to the motorboat hire service available April to October, all of which can be booked by emailing fairhavenbookings@fylde.gov.uk or by messaging the team via Facebook. Water Sports Coordinator Jay Walmsley runs classes for enthusiastic newcomers and experts alike:

“I’ve worked at a variety of different outdoor education centres in the UK, and Fairhaven is a perfect fit for me as I love being by the water, and it’s a lovely place to be in all seasons. The best thing about my day-to-day job is being able to work with a great team of people and teach people in the community, passing on my knowledge of all things water sports.

“I’ve enjoyed all the challenges of this role from the administration of the new facilities to understanding how things work in local government, and every day has been exciting – I’m keen to help our visitors and residents get involved with all the different courses and events we’re now able to offer with the new Water Sports Centre.”

The improvements to the lake and grounds have been made possible through the Fairhaven Lake and Garden Restoration project, supported through the National Lottery Heritage Fund (NHLF) and Big Lottery fund – and there are more exciting developments yet to come. To keep up to date on the latest amenities and events at Fairhaven, visit the Events page at Discover Fylde and follow the official Fairhaven Lake and Gardens Facebook page.

Fairhaven Lake will be hosting an exciting new environment arts project later this month. The Eco Makers Market is part of the Green Loop environmental arts programme led by Fylde Council. The market will have a surprising and inspiring array of sustainable crafts on offer. With products ranging from jewellery to homewares, visitors and shoppers can find handmade products which don’t cost the Earth.

The Eco Makers Market is being curated by Hopeful and Glorious who are known on the Fylde coast for their annual Winter Art Fair at Lytham Hall. The market will take place on Saturday 30th April and Saturday 25th June and showcase handmade sustainable, green and eco creative products. Featuring the work of over 20 talented north-west makers, the outdoor market will be located next to Fairhaven Lake and the newly restored water-sports Centre. The market will run 11am to 4pm and will be free to visit.

Cllr Gavin Harrison, Deputy Chair of the Tourism & Leisure Committee, said: “The Eco Makers Market is just one of the positive projects Fylde Council is proud to present as part of the Green Loop programme. As a Council, we are keenly aware of the importance of sustainability, and we’re excited to see what the talents of our workshop participants can produce under the guidance of these skilled artisans.”

Each maker has made commitments to working more sustainably including:

Re-using / upcycling products to make crafts / design

Growing materials from sustainable / local sources

Making things by hand or with renewable energy

Using recycled /re-used/ compostable packaging

Avoiding single use items

Using safe inks, dyes and binding agents that aren’t toxic

Using products that are kind to wildlife and nature

Committing to lowering the carbon footprint

At the market, participants from the Green Loop workshop programme will be showcasing samples of sustainable products that they have been making from recycled plastic under the guidance of environmental artist Nerissa Cargill Thompson. They will also be running a drop-in family friendly workshop activity making things from plastic bottles.

Nerissa Cargill Thompson said of the project so far: “The group have really enjoyed the research stage of the project including talks, a beach clean and a visit to Relic Plastic; which have inspired their design choices in the making workshops. We are excited to share the results with visitors to the Eco Makers Market.”

Included in the April market are:

A Bit of a Buzz from Lancaster who make Eco friendly and sustainable beeswax candles and polish.

Elizabeth Emmens-Wilson from Blackburn who use products that would be heading for landfill and turns them into beautiful things including up-cycled ceramics, heirloom embroidered baubles and vintage reclaimed tiles brooches.

Hexagram Designs from Blackpool crochet with wool from charity shops and use recycled t-shirts to make crochet bags.

Red Fox Pottery from Fleetwood use waste products within their work including locally sourced scrap wood to make plinths and frames.

Additional Background information

Fylde Borough Council’s arts development service have developed ‘Green Loop’ which is an art and environment project motivated by the desire to connect Fylde’s communities with the coastline. The project will provide meaningful volunteer opportunities & provide engagement opportunities and in doing so, it will offer local people opportunities to create deeper connections to the coastline so that it becomes more accessible to all, better appreciated, and better understood. The pandemic has forced many to be more creative, and to appreciate the natural environment. It is this acknowledgment across society that we wish to capture. It is our aim that Green Loop will bring together Fylde residents through this shared purpose.

Green Loop is comprised of three thematically linked strands: –

Using the local coastline as the stimulus, we will engage two emerging artists to work alongside professional environmental artist Nerissa Cargill Thompson and participants in a workshop programme to research, design, create, promote, and retail a limited-edition, sustainable & ethically produced range of wearable or home accessories made from recycled plastic and waste found in the Ribble Estuary. Participants will retail their outputs online and at the Green Loop Eco Makers Market, showing how beautiful items can be made from recycled materials. Working with partner organisations Ribble Rivers Trust, Keep Britain Tidy & Friends of the Estuary invaluable support will be provided through the provision of ecology sessions and waste material sourcing activities.

An artist commission created by Nerissa Cargill Thompson will explore the environmental impacts of plastic waste through a series of artworks created both using and inspired by litter found in the River Ribble. Nerissa will collaborate with the local business sector to develop an exhibition trail to be hosted by the participating businesses, along Fylde’s high streets, bringing greater awareness of the human impact on the local environment looking at the legacy of such waste and alternative choices.

Green Loop Eco Makers Markets will be co-produced by Fylde residents in collaboration with Hopeful & Glorious (https://hopefulandglorious.co.uk/) providing a platform for the launch of the communities limited edition product range. Developed with an environmental ethos, the makers market brand will be produced in line with a set of green principles and will present the opportunity for artists working towards environmental sustainability to showcase their work.

Some of Fylde’s wonderful independent high street businesses have received a timely makeover as they look to bounce back in wake of the COVID-19 pandemic.

Fylde Borough Council has delivered more vital investment through the Additional Restriction Grants (ARG) programme which was set up to help businesses who have faced unprecedent challenges over the past two years.

The ARG programme has been used in a range of ways from helping new start-ups bring vacant high street properties back to life, to supporting existing businesses that were hit hard by enforced lockdowns during the pandemic.

The latest grants have been issued as part of the ARG Shop Front Improvement Scheme which allowed businesses to apply for a grant which could be put towards replacing signage, doors, windows, facias and fund general repairs and painting.

One business to successfully apply for a grant was Healthrooms.co whose owner Alison Hocking received £3,000 to transform the outside of her premises on St Andrews Road South, St Annes.

Alison, who has run her businesses for more than 20 years, said: “The grant is really important. The shop frontage was looking tired and the signage had been damaged in storms.

“The last few years have been really hard, as they have for so many businesses. I was considering selling the business when the lockdowns hit. However, this grant has given me the support needed to not only improve the shop frontage but help breathe a new lease of life into my business.”

HealthRooms.co is now offering a range of service including Bio Resonance, Reflexology, Homoeopathy, IPL Hair Removal, Photo Refreshing and Reflexology.

Alison is also offering to rent room space at the premises to self-employed Holistic Therapists with their own client base.

Cllr Karen Buckley, the Leader of Fylde Council, said: “I am very proud that we have been able to support so many businesses that were badly affected by the COVID-19 pandemic.

“People like Alison, who is passionate about her business, are the lifeblood of our high streets and town centres. I am delighted we have been able to support her, like we have so many other businesses, through a range of grants.

“It was great to meet Alison and see what difference this grant means for her business. The transformation of her shop frontage is so impressive, and I wish her every success in not only bouncing back but seeing her business flourish.”

Other businesses to receive ARG Shop Front Improvement grants were:

The Village Barbers, Freckleton, £2,250

Hair Collective, Freckleton, £2,388

Tavernors, Lytham, £2,566

Wards Carpets, St Annes, £1,860

St Tanz, St Annes, £2,321

Lusso Hair and Beauty, St Annes, £395

1 – 11 Park Road, Lytham, £3,000

A ground-breaking programme led by Fylde Borough Council to improve the health and well-being of Kirkham residents has been celebrated on the national stage.

Kirkham’s Heritage Health and Wellbeing Programme is a key part of the £10m Kirkham Futures regeneration masterplan designed to reinvigorate the historic town centre by bringing important buildings back into use, improving streets and open spaces as well as boosting residents’ health.

A Social Prescribing Programme was launched in November as part of Kirkham’s status as one of Historic England’s High Streets Heritage Action Zones (HS HAZ).

History trail walks, art and cooking classes, horticultural workshops and gentle exercise sessions have been organised to help local people living with various health conditions as well as increase community inclusion.

And the FREE classes – many of which use Kirkham’s history dating back to Roman times as their inspiration – have proved to be so successful the programme has now been extended to the end of 2022.

The programme has also been heralded a triumph at the annual show of the National Academy for Social Prescribing (NASP) held at London’s Southbank Centre.

Helen Shearn, a specialist consultant in arts, heritage and health and wellbeing, delivered a presentation about how the Kirkham programme was developed and how it was making a positive difference in the town.

Helen, whose presentation was entitled ‘Kirkham: Forging a Heritage Programme as a Bridge to Wellbeing’, said: “It was a great honour to champion the work we have been developing in Kirkham at such a prestigious conference attended by national and international speakers.

“It feels like Kirkham has been put on the map in the growing area around heritage, health wellbeing and social prescribing. Not only was our work highlighted at the Southbank Centre but on the front cover of Historic England’s latest research journal which contained a full feature on the programme and its goals and aspirations.”

Kirkham’s ‘Heritage Health and Wellbeing Programme’ has been devised by Fylde Council in collaboration with Helen Shearn Associates, Historic England, Blackpool, Fylde and Wyre NHS Clinical Commissioning Group (CCG), Lancashire County Council and Wyre Rural Extended Neighbourhood (WREN) Primary Care Network, which includes Kirkham’s two GP practices.

Dr Linda Monckton, Head of Wellbeing and Inclusion Strategy at Historic England, said: “Historic England believes that everyone can experience the wellbeing benefits of heritage. It’s marvellous to see Kirkham get national recognition for its success in embracing the potential of the town’s High Street Heritage Action Zone to boost physical and mental health for members of the local community.”

Following the challenges of the Covid-19 pandemic, a key objective of the Kirkham programme is to get people out and about, interacting with each other in or around the high street, under an umbrella of historical, community-based activities aimed at improving physical and mental well-being and reducing isolation.

The community engagement classes – which feature everything from Roman art and cookery to exercise sessions and history walks – are being delivered by the Lancashire-based Phoenix Rising partnership who are specialists in creating community activities linked to health and wellbeing.

Sue Flowers, of Phoenix Rising, said: “Our work in Kirkham has been going from strength to strength, and so we are delighted we can continue our art, nature and movement workshops inspired by Kirkham’s heritage until at least the end of the year. People are so genuinely grateful to have access to these free wellbeing opportunities in their own town.”

Cllr Richard Redcliffe, Fylde Council’s Chairman of the Town Centres Working Group, said: “The pandemic has had a huge impact on all our towns isolating many people.

“Kirkham’s strength is in its community and rich history as one of the oldest towns in Lancashire. I am delighted local residents have contributed hugely to the success of this project to improve local community wellbeing and helping the most isolated residents. Long may it continue.”

The classes can be accessed by either booking online, in person at Kirkham Library or by being referred by a GP or NHS link worker. Full details of the classes, including dates, times and how to book are available HERE

Evaluation by an independent research team has now been commissioned to understand the impact of the programme so far on personal and community wellbeing through social prescribing with heritage-based community assets and activities.

And new community involvement and wellbeing projects, which it is hoped will not only utilise treasured local archives but also the recently council-acquired Hillside and Charity Girls School buildings in Kirkham town centre, have just been commissioned.

Public Space Protection Orders (PSPOs) are in place in a number of locations throughout the Borough, prohibiting BBQs and other outdoor temporary cooking on council-owned land, including the beach and surrounding coastal areas. They prohibit using or bringing BBQs into the prohibited area with a view to lighting or cooking on them. Failure to comply with a PSPO is an offence that can be dealt with by a fixed penalty notice of £50 or by the prosecution (maximum fine of £1000). You can see the orders at www.fylde.gov.uk/bbqs.

The orders are due to lapse in July 2022. The council can extend them for a further 3 years if they remain necessary to prevent persistent activities that are having a detrimental effect on the quality of life in the locality. We are keen to understand your views to help us decide whether to extend or amend any or all of the orders. There are eleven PSPOs covering different areas of the borough, and you can comment about any or all of them.

Despite these existing measures, the council has continued to receive complaints about damage caused to park furniture and grassed areas as a result of barbeques and outdoor cooking on gas or charcoal fuelled facilities, particularly in and around Fairhaven Lake, the sand dunes and Lytham Green, but also at other locations across the borough. The complaints have also included nuisance, noise, disturbance and safety risks associated with the use of barbeques and outdoor cooking on gas or charcoal fuelled facilities in public open spaces.

Chairman of the Operational Management Committee for Fylde Council, Councillor Roger Small said:

“Such valuable places need our protection and respect if we are to be able to safely enjoy them. Public Space Protection Orders are a key component of that process, and they will help our wardens and volunteers who maintain the areas on occasions when they need to provide advice to the public. I would urge everyone to share their views with the council via the online consultation on our website.”

The survey must be completed by Tuesday 3rd May 2022 and can be found at www.fylde.gov.uk/consultation

Have your say and let Fylde Council know your views.
